On August 1, 2011, Reading Police Department began using a new web-based community policing tool for residents called tip411 from Citizen Observer. This product is used nationally by law enforcement and within our state to enable citizens to provide immediate, anonymous tips, and intelligence.
According to Citizen Observer, “text messaging has become the communication medium of choice for many people because of its cost effectiveness, simplicity, and reliability - especially among a younger demographic.”
Our subscription, sponsored by the Reading Coalition Against Substance Abuse, proactively engages local residents by giving them the ability to anonymously contact the Reading Police Department via text message or web tips.
How to send a text to tip411:
1. Open a new message on your cell
2. Address the text to 847411
3. In the message box, type READINGPD and your crime tip

The Division Commanders have been provided training and access to the tip411 system. They will receive email updates when a tip comes in from a resident. The tips will be directed to the appropriate divisions for further action. The phone number and web address information is encrypted so the anonymity of the resident is maintained.
