Dear West Virginia Teachers and School Service Personnel,
In light of recent events, I wanted to communicate with each of you personally to ensure you have the latest and most accurate information directly from my office.
During the last 24 hours, West Virginia’s Legislature has passed a pay raise package for our teachers and school service personnel and Governor Jim Justice has signed this legislation into law. I am happy to report that all teachers and school service employees will receive a two percent pay increase effective July 1, 2018. This is an investment of $40 million in fiscal year 2019. Teachers will also receive a one percent raise in each of the following two fiscal years and school service employees will receive a one percent raise in fiscal year 2020.
Changes to the PEIA plan recommended by Governor Justice have also been approved by the PEIA finance board, including the elimination of mandatory participation in Go365, the use of combined household income to determine rates and a freeze being enacted for the next 16 months. The state will invest an additional $29 million in PEIA.
Governor Justice has the vision to strengthen our educational system and return control to the local level. Since February 2017, the A-F accountability system has been eliminated, along with the Smarter Balanced assessment, testing of our 9th and 10thgrade students, the Regional Education Service Agencies (RESAs) and the Office of Education Performance Audits (OEPA). Governor Justice continues to work tirelessly to make real changes so our school systems prosper for the benefit of West Virginia’s students.
Thank you for all you do for our students. Please know I will continue to advocate on your behalf. I fully recognize and support the work you do every day to provide West Virginia students with the education they deserve.
Steven L. Paine, Ed.D
